Eine belastbare öffentliche Attribution existiert mit Stand 3. August nicht.

die Ausschlachtung der Bilder durch prorussische Medienstrukturen, rechtsextreme Netzwerke und
Verschwörungserzählungen in Europa, inklusive KI-generierter Bilder und kontextfremder Altvideos

Diese Ebene hat den Übertritt nicht ausgelöst, sie verwertet ihn, und sie blieb nicht digital: Binnen
48 Stunden folgten Straßenproteste in Ceuta und vor der marokkanischen Botschaft in Madrid
[25][26].

with activity rising as early as the second half of June. It spread the false core message
“the border is open, you can cross without papers” while also providing operational guidance
(routes, meeting points, equipment). This is documented independently by press investigations

case report in the original [16], and officially confirmed by Morocco's
Interior Ministry [1].

Using OSINT, the investigation report explicitly finds no evidence of involvement by state bodies,
intelligence services or criminal organisations in the overall campaign [16].
As of 3 August, no robust public attribution exists.

the exploitation of the images by pro-Russian media structures, far-right networks and
conspiracy narratives in Europe, including AI-generated images and old, out-of-context videos
[13][14][17].
This layer did not trigger the crossing, it capitalises on it, and it did not stay digital: within
48 hours, street protests followed in Ceuta and outside the Moroccan embassy in Madrid
[25][26].

additionally documents a run-up: relevant activity was rising as early as the second half of June, and the

Die Verwaltungskammer des spanischen Tribunal Supremo entschied mit Urteil vom 29. Juni 2026,
öffentlich bekannt gemacht am 8. Juli, dass
auf Menschen,
die schwimmend die Küste von Ceuta oder Melilla erreichen oder auf See aufgegriffen werden, nicht anwendbar sind.
Für sie gilt das ordentliche Rückführungsverfahren mit Einzelfallprüfung. Die sofortige Zurückweisung bleibt nur
zulässig, wenn physische Sperranlagen wie der Grenzzaun überwunden werden; das Urteil erwähnt zugleich, dass
maritime Sperrelemente diese Lücke schließen könnten [2][7].
Das Urteil ist echt, öffentlich und juristisch differenziert. Es verspricht weder Aufenthaltspapiere noch offene Grenzen.
The administrative chamber of Spain's Tribunal Supremo ruled in a judgment of 29 June 2026,
made public on 8 July, that
cannot be applied to people
who reach the coast of Ceuta or Melilla by swimming or who are intercepted at sea.
They are covered by the ordinary return procedure with individual assessment. Immediate rejection remains
permissible only when physical barriers such as the border fence are overcome; the ruling also notes that
maritime containment elements could close this gap [2][7].
The ruling is genuine, public and legally nuanced. It promises neither residence papers nor open borders.
3.2 Die Verzerrung: aus einem Verfahrensurteil wird „die Grenze ist offen“3.2 The distortion: a procedural ruling becomes “the border is open”
Innerhalb weniger Tage kursierte in TikTok-Videos, Facebook-Gruppen und Messenger-Kanälen eine
„interessengeleitete Lesart“ des Urteils [4][13]:
Wer es schwimmend nach Ceuta schaffe, könne nicht zurückgeschickt werden, bekomme Papiere, die Grenze sei offen.
El País dokumentiert Videos mit Ansagen wie „die Grenze ist offen, man kann ohne Papiere hinüber“ und
„Wenn du diese Treppe siehst, ist dein Traum wahr geworden“ [3][10];
der Untersuchungsbericht fasst die Kernerzählung als „frontera abierta legalmente“ („die Grenze ist rechtlich offen“)
[16].
Die Faktenprüfer von Maldita.es ordnen diese Lesart als gezielt verkürzt ein und verweisen auf die
Sogwirkung ()
[13]. Genau diese Kombination, ein echter Kern plus verzerrende Zuspitzung,
macht solche Botschaften schwer zu entkräften.
Within days, an “interest-driven reading” of the ruling circulated in TikTok videos, Facebook groups
and messenger channels [4][13]:
whoever made it to Ceuta by swimming could not be sent back, would get papers, the border was open.
El País documents videos with announcements such as “the border is open, you can cross without papers” and
“When you see these stairs, your dream has come true” [3][10];
the investigation report sums up the core narrative as “frontera abierta legalmente” (“the border is legally open”)
[16].
The fact-checkers at Maldita.es class this reading as deliberately truncated and point to the
pull effect ()
[13]. Precisely this combination, a genuine core plus distorting exaggeration,
makes such messages hard to debunk.
3.3 Die operative Phase: aus Botschaften werden Anleitungen3.3 The operational phase: messages become instructions
Ab Mitte Juli verschob sich der Inhalt von Narrativ zu Logistik [16]:
Karten mit Schwimmrouten samt Distanzen und Einstiegspunkten, Google-Maps-Ausschnitte zum Strand von Tarajal,
Hinweise auf Geschäfte für Neoprenanzüge, Flossen und Taucherbrillen, Abfahrtszeiten und Treffpunkte
[3][16]. Unter dem Schlagwort
„ Ceuta“ wuchsen Gruppen mit
zehntausenden Mitgliedern [4][21]. In dieselbe
Phase fällt die Anlage der beiden späteren +213-Koordinationsgruppen am 15. und 20. Juli; entdeckt wurden sie
erst am 28. bzw. 31. Juli [16]. Bereits in den
Vorwochen registrierte Spanien einen Anstieg der Einreisen um bis zu 140 Prozent gegenüber dem Vorjahr;
Menschen reisten mit Bussen aus Tanger, Tetuan und Rabat in die Grenzstadt an
[4]; der Untersuchungsbericht spricht generischer von Anreisen aus
verschiedenen marokkanischen Städten [16].
From mid-July, content shifted from narrative to logistics [16]:
maps of swimming routes with distances and entry points, Google Maps clippings of the Tarajal beach,
pointers to shops selling wetsuits, fins and diving goggles, departure times and meeting points
[3][16]. Under the tag
“ Ceuta”, groups grew to
tens of thousands of members [4][21]. The two later
+213 coordination groups were also created in this phase, on 15 and 20 July; they were only discovered
on 28 and 31 July [16]. In the preceding weeks Spain had already registered
a rise in entries of up to 140 percent year on year; people travelled by bus from Tangier, Tétouan and Rabat
to the border town of
[4]; the investigation report speaks more generically of journeys from
various Moroccan cities [16].

die marokkanischen Kräfte am Übergang blieben zunächst untätig, später wurde der Übertritt über den Wellenbrecher
faktisch erleichtert [4]. Ob diese Untätigkeit Überforderung, Feiertagsbesetzung

On the morning of , a day that ties up
security forces nationwide, the message that the border was
“out of control” (“la frontera está descontrolada”) spread simultaneously across the groups, accompanied
by videos showing easy access [4]. Vozpópuli describes this as a coordinated
operation after weeks of build-up; the Moroccan forces at the crossing initially stood by, and later the
crossing over the breakwater was effectively facilitated [4]. Whether this
inaction was overload, holiday staffing or acquiescence is part of the open attribution question (section 7).

ruling 814/2026 makes precisely the sea route legally attractive (section 3.1); floating barrier
[24]. Maps exactly like these, with distances and entry points, circulated
in the campaign groups from 25 July [16].
3.5 Nach dem Ereignis: Löschung und amtliche Bestätigung3.5 After the event: deletion and official confirmation
Nach dem Übertritt verschwanden die reichweitenstärksten Konten und Videos von den Plattformen; El País
resümiert, „fast alles war geplant“ [3][10].
Der Untersuchungsbericht dokumentiert für den 31. Juli bis 2. August die Schließung mehrerer öffentlicher
Koordinationsgruppen und zugleich, dass Inhalte über kurzlebige Profile, neue Gemeinschaften und
Ausweichkanäle weiterliefen, inklusive Botschaften, die Richtung Melilla umlenkten [16].
Am 2. August bestätigte der Sprecher des marokkanischen Innenministeriums, Rachid Khalfi, die Übertritte seien
„nicht das Ergebnis vorübergehender oder spontaner Faktoren“, sondern eines Zusammenspiels aus exzessiver
Ausnutzung digitaler Plattformen, Verbreitung irreführender Informationen, der Rolle von Schleuser-Netzwerken
und Fehldeutungen rechtlicher Informationen; erzeugt worden sei der „falsche Eindruck“, Europa sei leicht und
ohne rechtliche Folgen erreichbar. Die Generalstaatsanwaltschaft ermittelt zur Identifizierung der
Verantwortlichen [1].
After the crossing, the highest-reach accounts and videos disappeared from the platforms; El País
concludes that “almost everything was planned” [3][10].
For 31 July to 2 August the investigation report documents the closure of several public coordination groups
and, at the same time, that content kept flowing via short-lived profiles, new communities and fallback
channels, including messages redirecting towards Melilla [16].
On 2 August the spokesman of the Moroccan Interior Ministry, Rachid Khalfi, confirmed that the crossings were
“not the result of temporary or spontaneous factors” but of an interplay of excessive exploitation of digital
platforms, dissemination of misleading information, the role of smuggling networks and misreadings of legal
information; what had been created, he said, was the “false impression” that Europe could be reached easily and
without legal consequences. The Public Prosecutor's Office is investigating to identify those responsible
[1].

Der Gil-Garre-Report dokumentiert ein Geflecht aus sechs Plattform-Umgebungen mit klarer Arbeitsteilung:
WhatsApp, Facebook, TikTok, Instagram sowie, mit geringerem Gewicht, Discord und X
[16]. Video-Konten erzeugten Sichtbarkeit, offene Gruppen mobilisierten,
Messenger-Gruppen koordinierten die Logistik. Die Konten waren anonym geführt; nach dem Ereignis wurden
Inhalte und Konten gelöscht, doch nahezu identische Botschaften liefen über kurzlebige Ersatzprofile weiter,
der Report nennt das narrative Persistenz [3][16].

accounts were deleted, yet nearly identical messages kept flowing via short-lived replacement profiles,
which the report calls narrative persistence [3][16].

gibt es keine belastbare öffentliche Attribution; die marokkanische Generalstaatsanwaltschaft ermittelt

gerade nicht belegt, sind die Identität der Verantwortlichen, eine einheitliche Steuerung durch einen einzelnen
Akteur sowie jede direkte Beteiligung staatlicher Stellen, Nachrichtendienste, terroristischer Organisationen
oder transnationaler krimineller Netze an der Gesamtkampagne [16].
That the campaign took place is established. Who planned and directed it is not. As of 3 August 2026
there is no robust public attribution; the Moroccan Public Prosecutor's Office is investigating
[1]. The original report rates its own findings on a three-level scale (high, medium,
low) and draws a clear line: established with high confidence are the campaign's existence, the division of
labour across the platforms and the two groups administered via +213. At low confidence, that is precisely not
established, are the identity of those responsible, unified control by a single actor, and any direct
involvement of state bodies, intelligence services, terrorist organisations or transnational criminal networks
in the overall campaign [16].

Plattformen. TikTok und Meta attribuieren verdeckte Einflussnetzwerke regelmäßig in eigenen
Transparenzberichten, meist auf Herkunftsländer. Nur sie haben Zugriff auf Anmelde-, Geräte- und
Zahlungsspuren der gelöschten Konten. Zum Fall liegt bislang keine Plattform-Attribution vor
Beobachtung.
Analytische Attributoren. Forschung mit offenen Quellen attribuiert Funktionen, nicht
Identitäten: Der Untersuchungsbericht belegt den Koordinationsknoten, zieht die Grenze aber ausdrücklich
bei Betreiber-Identität und Auftraggebern [16]. Angaben von Konfliktparteien
wie der ukrainischen Stelle zur Desinformationsabwehr sind gesondert zu gewichten [18].
Politische Attributoren. In der EU ist die Zuschreibung an einen Staat eine politische
Entscheidung der Mitgliedstaaten beziehungsweise des Rates, nicht das automatische Ergebnis einer Analyse
(folgender Kasten).
Sovereign attributors. The Moroccan Public Prosecutor's Office is the only body running
proceedings and can compel the production of telecoms and platform data, for instance on the +213 numbers
[1]. On the Spanish side, criminal attribution would sit with the Guardia Civil,
the National Police and the judiciary, intelligence attribution with the Centro Nacional de Inteligencia (CNI),
political attribution with the government.
Platforms. TikTok and Meta regularly attribute covert influence networks in their own
transparency reports, mostly to countries of origin. Only they have access to the sign-up, device and
payment traces of the deleted accounts. No platform attribution exists for this case so far

Analytical attributors. Open-source research attributes functions, not identities: the
investigation report establishes the coordination node but explicitly draws the line at operator identity
and principals [16]. Statements by parties to the conflict, such as the
Ukrainian counter-disinformation body, must be weighted separately [18].
Political attributors. In the EU, attribution to a state is a political decision of the member
states or the Council, not the automatic outcome of an analysis (following box).

Kampagnen offen („Exposure“), attribuiert aber nicht selbst; die förmliche Zuschreibung an einen Staat
bleibt eine politische Entscheidung der Mitgliedstaaten, weil sie rechtliche und diplomatische Folgen hat
[35][36]. Die Werkzeuge dahinter: das nicht
öffentliche Rapid Alert System der Mitgliedstaaten [37], Auskunfts- und
Datenwege über den Digital Services Act sowie im äußersten Fall das Sanktionsregime gegen
Desinformationsakteure, mit dem die EU 2024 die Doppelgänger-Kampagne namentlich russischen Agenturen
zuschrieb. Analytischer Kern ist die FIMI Exposure Matrix aus dem dritten Bedrohungsbericht: vier Stufen
belegbarer Staatsnähe (Abb. 7) [35][38].
The European External Action Service (EEAS) runs the EU's
defence. Its principle: it exposes
campaigns but does not itself attribute; formal attribution to a state remains a political decision of the
member states because it has legal and diplomatic consequences
[35][36]. The tools behind it: the member states'
non-public Rapid Alert System [37], information and data channels under the
Digital Services Act and, as a last resort, the sanctions regime against disinformation actors, with which
the EU in 2024 attributed the Doppelganger campaign by name to Russian agencies. The analytical core is the
FIMI Exposure Matrix from the third threat report: four tiers of demonstrable state proximity (Fig. 7)
[35][38].

Zum Fall selbst hat sich der EEAS bis zum 4. August öffentlich nicht geäußert; ob das Rapid Alert System
aktiviert wurde, ist von außen nicht feststellbar Beobachtung. Methodisch käme
er voraussichtlich zum selben Ergebnis wie dieser Bericht: Die Zweitwelle lässt sich in die Matrix einordnen,
die Auslösekampagne nicht. Für verteilte Mobilisierungskampagnen ohne erkennbare Staatsnähe fehlt dem
EU-Rahmen bislang die passende Sprache; dieser Bericht arbeitet deshalb mit Konfidenzstufen und offen
ausgewiesenen Hypothesen.
On the case itself, the EEAS has made no public statement as of 4 August; whether the Rapid Alert
System was activated cannot be determined from outside Beobachtung.
Methodologically it would likely reach the same conclusion as this report: the second wave can be placed in
the matrix, the trigger campaign cannot. For distributed mobilisation campaigns without discernible state
proximity, the EU framework so far lacks the right vocabulary; this report therefore works with confidence
levels and openly declared hypotheses.

Lehren für Detektion und ReaktionLessons for detection and response
Der Fall ist für Frühwarnsysteme unbequem und lehrreich zugleich: Die Kampagne war rund sechs Wochen
öffentlich sichtbar (ansteigend ab der zweiten Junihälfte, die heiße Phase 22 Tage), wurde von
Sicherheitsbehörden nach Presseberichten auch beobachtet [4], und mobilisierte
trotzdem ungebremst. Sechs Folgerungen:
For early-warning systems the case is uncomfortable and instructive at once: the campaign was
publicly visible for around six weeks (rising from the second half of June, the hot phase lasting 22 days),
was according to press reports also being watched by security authorities [4],
and mobilised unchecked all the same. Six conclusions:

Zeitpläne () haben eine andere Qualität als Meinungsbeiträge und rechtfertigen eine höhere
Triage-Priorität.
Löschung ist ein Signal und ein Verlust. Die Kampagne räumte nach dem Ereignis auf ().
Beweissicherung (Archivierung, Hashes, Provenienzkette) muss vor der Löschung passieren, nicht danach.
Zweitwellen einplanen. Nach kinetischen Ereignissen folgt verlässlich die Ausschlachtung Richtung
europäischer Öffentlichkeit, inklusive KI-Bildern und Altmaterial. Prebunking und schnelle Kontextangebote
wirken hier stärker als nachlaufende Einzel-Faktenchecks.
Wiederholungsmuster nutzen. Das Modell ist nicht neu: Schon im September 2024 mobilisierte eine
virale Kampagne („Quedamos el 15/9“) tausende Menschen nach Fnideq, mit denselben Plattformen, demselben
„Haraga“-Code und teils denselben Konten (). 2026 kamen vor allem die
Messenger-Logistik und die über +213-Nummern verwaltete Koordination hinzu [16]. Watchlists bekannter Knoten und Codes hätten
den Vorlauf früh sichtbar gemacht.
Court rulings and administrative acts are campaign raw material. After decisions with reach,
targeted monitoring for distorting readings in the target audiences' languages pays off
(pattern: plus ). Here, the distortion began within days.
The shift from public to closed is an escalation indicator. Visible video accounts steered users
into closed logistics groups (). At exactly this threshold, narrative tipped into operation.
Logistics content is the strongest warning signal. Route maps, meeting points, equipment lists and
schedules () are of a different quality than opinion posts and justify a higher
triage priority.
Deletion is a signal and a loss. The campaign cleaned up after the event ().
Evidence preservation (archiving, hashes, chain of provenance) must happen before deletion, not after.
Plan for second waves. After kinetic events, exploitation aimed at the European public reliably
follows, including AI images and old material. Prebunking and rapid context offerings work better here than
trailing one-off fact-checks.
Use recurrence patterns. The model is not new: as early as September 2024, a viral campaign
(“Quedamos el 15/9”) mobilised thousands of people to Fnideq, with the same platforms, the same
“Haraga” code and in part the same accounts (). What 2026 mainly added were the
messenger logistics and the coordination administered via +213 numbers [16]. Watchlists of known nodes and codes would have
made the run-up visible early.
Nüchtern bleibt festzuhalten: Desinformation war der Zünder, nicht der Sprengstoff.
Ohne reale Treiber (wirtschaftliche Lage, Perspektivlosigkeit, ein tatsächlich günstiges Zeitfenster) hätte
die Kampagne nicht 50.000 Menschen bewegt. Gegenmaßnahmen, die nur die Botschaften adressieren, greifen zu kurz.
The sober takeaway: disinformation was the detonator, not the explosive.
Without real-world drivers (economic conditions, lack of prospects, a genuinely favourable window) the campaign
would not have moved 50,000 people. Countermeasures that only address the messages fall short.

Fuentes-abiertas-Analyse grundsätzlich verborgen. Die Kampagne lief auf Arabisch (Darija), also außerhalb des
heutigen Sprachfokus; übertragbar ist die Erkennungslogik, nicht automatisch die Sprachabdeckung. Und selbst
eine frühe, belastbare Warnung ersetzt kein behördliches Handeln: Auch im realen Fall wurde beobachtet, ohne
dass die Mobilisierung gestoppt wurde. Der belastbarste Hebel dieses Falls ist unspektakulär: Watchlists
bekannter Muster aus 2024, Monitoring justizieller Auslöser und Beweissicherung vor der Löschung.
Honest limits. The creation of the coordination groups on 15 and 20 July would have become
visible to this detection chain, too, only once they spread publicly; closed communication remains fundamentally
hidden from open-source analysis. The campaign ran in Arabic (Darija), outside today's language focus; the
detection logic transfers, the language coverage does not automatically. And even an early, robust warning is
no substitute for action by the authorities: in the real case, too, there was observation without the
mobilisation being stopped. The most reliable lever in this case is unspectacular: watchlists of known
patterns from 2024, monitoring of judicial triggers, and evidence preservation before deletion.
